About us

The EU Office of the Cities Northern Netherlands, is an Brussels based office representing the cities Groningen, Leeuwarden, Assen and Emmen in the EU. The EU Office is situated at the House of the Dutch Provinces in Brussels. The aim is to connect innovative SME's from the Northern Netherlands with EU working programs on research and innovation (H2020) and financial instruments (ESFI, COSME, SME Instrument). The office works as the frontrunner of innovative projects related to the economic ecosystem of the cities. Collaboration is based around a network of cities, knowledge institutes, research facilities and the regional government (provinces of Drenthe, Fryslan and Groningen). The office presents concrete high innovative projects from the cities in the EU context. The goal is to find partners from other regions and cities, connect them to the projects in the cities and perceive new developments and projects which can contribute to economic challenges. Main focus is on downstream projects; realistic projects that matter for the ecosystem of the cities. The Northern Netherlands focuses on five important areas of knowledge: water technology, energy, sensor technology, agribusiness (bio-based economy) and Healthy Ageing (life sciences). The government, research institutes and business are now actively cooperating in these clusters. The four large cities are coordinating and facilitating concrete projects related to these themes.

This brings us closer to our vision of a city and its surrounding villages, where young people contribute ideas and have equal opportunities! Our bid – created by young people, for young people – focuses on vitality, equity, and sense of belonging, ensuring that young people’s voices shape the city’s future.     24 hours in Brussels. A lot is currently happening in the heart of the EU decision-making. And it has an impact on our region. That’s why it’s good to be there from time to time. It’s multilingual, busy, bustling and vibrant—everything breathes the international aspect of the EU within this city. Yesterday afternoon marked the start of the Fryslân Dei, at the invitation of the Provincial Council. A thematic session on water being deeply embedded in our DNA, shaping our landscape and spatial development. On one hand, you want to ensure quality, quantity and safety. On the other, there’s the economic valorization of water. As the Capital of Water Technology, we are at the forefront of this field. We have Wetsus, European Centre of Excellence for Sustainable Water Technology and the Water Alliance on one single campus. The event concluded with a networking session, followed by my own program. I had a conversation with ERRIN director Pirita Lindholm. ERRIN is a well-known Brussels-based platform that gathers around 120 regional organisations from more than 20 European countries. We spoke about the opportunities and challenges posed by the EU’s new direction. Security, resilience, and economic competitiveness are high on the agenda, and we will need to align our narrative accordingly. Thursday morning included a meeting with director Jurgen Rienks, Ruud S. and Annabel Hoven of Neth-ER (Netherlands house for Education and Research) about the opportunities this new multi-annual financial framework presents for our education sector—MBO, HBO, and WO. Definitely worthwhile, and heading home full of good ideas!   •   🌊𝐇𝐢𝐠𝐡𝐥𝐢𝐠𝐡𝐭𝐬 𝐟𝐫𝐨𝐦 #𝐄𝐮𝐫𝐨𝐩𝐞𝐚𝐧𝐎𝐜𝐞𝐚𝐧𝐃𝐚𝐲𝐬 Last week, the #EuropeanOceanDays took place in Brussels—an event dedicated to the future of our oceans. Each day highlighted crucial topics such as the sustainable blue economy and blue investments, bringing together experts, policymakers, and ocean advocates. We had the opportunity to attend two insightful sessions: 💠 Day 1: Young Voices for the Ocean! The event kicked off with a strong focus on #youthengagement. Commissioner Kadis for Fisheries and Oceans participated in a Youth Dialogue, discussing how young voices can help shape the European Ocean Pacts. This was followed by thought-provoking sessions on the role of young people in ocean restoration and achieving the EU Mission objectives. Our trainee Iza van der Meer found it a real chance for young people to have their voices heard! 👏 💠 Day 4: 3rd Annual Oceans and Water #Mission Forum The fourth day centred around what is needed to build a water resilience strategy for the EU. As part of the consultation process for this strategy, over 50 experts from various fields shared their insights through dynamic pitches and engaging panel discussions. A crucial step towards a stronger, more resilient future for Europe’s waters! This was a welcome discussion for our cities, as water plays a crucial role in the Northern Netherlands, notably in #Leeuwarden where the #WaterCampus is constantly developing new innovations which surely will help enhance the quality of European waters in the future. The event brought together policymakers and thought leaders for insightful discussions on Europe’s Competitiveness Agenda. One key takeaway: cities are clearly seen as vital players in driving this initiative! 🔥 𝗢𝘁𝗵𝗲𝗿 𝗞𝗲𝘆 𝗧𝗮𝗸𝗲𝗮𝘄𝗮𝘆𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗛𝗶𝗴𝗵-𝗟𝗲𝘃𝗲𝗹 𝗗𝗲𝗯𝗮𝘁𝗲: 💠 Cities as Catalysts in Cohesion Policy: Commissioner Raffaele Fitto (Cohesion and Reforms) emphasized the vital role of cities in implementing EU regulations and programs. Rather than being passive players, cities should be seen as key drivers in addressing Europe’s challenges. He proposed the idea of a new program or chapter within cohesion policy, directly addressing urban needs—particularly in affordable housing and the New European Bauhaus (NEB) initiative. We hope these encouraging words mark a significant change in how the EU supports its cities. 💠 A Strong Social Agenda for Europe's Future: Executive Vice-President Roxana Mînzatu (Social Rights and Skills, Quality Jobs and Preparedness) stressed that investing in skills, jobs, and social programs is essential for Europe’s resilience and prosperity. The #EuropeanSocialFund (ESF) plays a central role in this mission, ensuring that both economic strength and democracy are upheld. 💡 𝗪𝗵𝗮𝘁’𝘀 𝗡𝗲𝘅𝘁? 𝗙𝗼𝗰𝘂𝘀𝗶𝗻𝗴 𝗼𝗻 𝘁𝗵𝗲 𝗠𝗙𝗙: As negotiations for the #MultiannualFinancialFramework (#MFF) approach, it is more important than ever for decision-makers to understand the central role cities play in fostering progress and competitiveness. The European Commission’s Road to the Next Multiannual Financial Framework communication has provided an early look at what the new long-term budget might entail. The document highlights a shift towards country-specific plans and an overarching Competitiveness Fund. It is essential to ensure that cities continue to have direct access to EU funding, enabling them to drive local innovation and respond swiftly to urgent challenges. While we agree on the need for simplification to drive innovation and strengthen Europe's economic vitality, we believe that for cities to remain effective drivers of change, they must have direct access to adequate funding. 📢 And we are not alone! Together with the #LocalAlliance, we’ve published a position paper advocating for a strong local role in the MFF. She will join our office for five months. 🎓 She is in her last year of Bachelor of European Studies, studying at the NHL Stenden Leeuwarden. She minored in Criminology and studied in Mexico for half a year.  During her studies, she learned about European law, intercultural communication, and European integration.     🔗 Connected regional innovation #ecosystems are the key for Europe’s #competitiveness – this message guided yesterday’s ERRIN high-level event with participation of five Members of the European Parliament as discussions on the future Multiannual Financial Framework #MFF post-2027 are in full swing. Eszter Lakos (EPP), Christophe Clergeau (S&D) and Dario Nardella (S&D) from the ITRE Committee, joined the event alongside Janusz Lewandowski (EPP) and Rasmus Andresen (Greens) from the BUDG Committee. 🗣️In the debate elegantly moderated by Sarah English, ERRIN Co-Chair from Scotland Europa, messages from the MEPs were complemented by regional voices from #ERRINmembers Montse Daban Marín, Catalonia, Joanna Kubiak, Wielkopolska, Pieter Faber, Cities Northern Netherlands, Saara Nuotio-Coulon, Turku-Southwest Finland European Office and remarks from ERRIN Director Pirita Lindholm. 🔑 Key takeaways: 🔹The Draghi report has placed R&I at the heart of EU Policy Making. Competitiveness must be driven by #innovation. 🔹Europe’s weakness is its fragmented innovation ecosystem – also highlighted by #CompetitivenessCompass published today. As innovation happens in places, tackling this challenge requires mobilisation of cities and regions and their R&I ecosystems  🔹Strengthening connectivity between regional ecosystems will help boosting Europe’s competitiveness.  🔹Clear framework for support to regional R&I ecosystems in the next MFF is needed  🔹Achieving a more inclusive European R&I ecosystem and tackling the innovation gap remain a key challenge to be addressed  🔹Fostering collaboration between stronger and weaker ecosystems can help unlock the full innovation potential of Europe as a whole  🔹It is essential to provide concrete proposals in addition to key principles strong #cohesion policy, multi-level governance and #partnership principle  🔹Dare to dream – think “out of the box” when making proposals towards #FP10 or the next #MFF   🔹 A common goal and an ambitious collective strategy are necessary 👏 The success of this event was a collective effort of #ERRINmembers – thank you all for your tremendous work in making it happen! This paper strongly calls for acknowledging the fundamental role that cities and regions play in a sustainable, competitive, and prosperous Europe.    𝘞𝘩𝘢𝘵 𝘢𝘤𝘤𝘰𝘳𝘥𝘪𝘯𝘨 𝘵𝘰 𝘶𝘴 𝘴𝘩𝘰𝘶𝘭𝘥 𝘣𝘦 𝘵𝘩𝘦 𝘬𝘦𝘺 𝘱𝘳𝘪𝘰𝘳𝘪𝘵𝘪𝘦𝘴 𝘧𝘰𝘳 𝘵𝘩𝘦 𝘯𝘦𝘹𝘵 𝘔𝘍𝘍? 💠 Cities should keep direct access to EU funding. 💠 Cities should be given the space to contribute with their local ambition to global goals.  💠 Cities have to be actively involved in the shaping and implementing funding programs from the start.  💠 The next EU budget should be simplified, accessible, and effective.   💡 Place-based, locally driven investments must be the backbone of the next MFF.
