The latest Priced Out report from Everybody's Home reveals that Victorians on low incomes now have to spend up to 82% of their income on rent. Even those close to the median Australian income are now spending more than half their income (52%) on rent. This extraordinary level of rental stress is why it's so important that, in this budget, the Victorian Government invests more in prevention to keep Victorians safely housed. “It’s so scary and so frightening, having to just live on the street all by yourself.” Ryn* fled family violence at 16. Since then, he’s been cycling through youth refuges, unable to find a place to call home. Why? Because community housing providers often can’t afford to house young people like him. Under the current system, housing someone on Youth Allowance brings in 46% less rent than housing someone on the age pension. That’s the youth housing penalty—and it's locking young people out of the very system meant to support them. Ultimately, young people are being penalised for being young. As Melbourne City Mission’s Shorna Moore puts it: “Young people have no ability to access the private rental market. They’re priced out.” This is why, in our 2025–26 Budget Submission, we’re calling on the Victorian Government to fund specialised housing and support for young people. Over the next fours, we need: • $4.2 billion to build 5,000 social housing properties • $93.3 million to operate those properties • $141 million for a youth homelessness strategy • $57.3 million to support young people with mental ill health and homelessness. We cannot let age be a barrier to safety, stability and dignity.
